"There have been tremendous changes in recent years, and there are a lot more on the horizon, particularly in Colorado, New Mexico, Florida, and possibly in California. This is because a lot of the municipalities have been used by developers to finance public infrastructure, and over the past twenty years or so, there has been a lot of over-reaching and loose dealing with government entities. As a result of this I think we're in for a lot of changes, both legislative and in the courts."

With over 30 years dedicated to law, Seter brings a wealth of knowledge to his industry, and in particular to his area of specialization, municipal law. When asked what inspired him to go into law, Seter said:
"As an undergrad, my counselor told me that I would make a good lawyer. I explored the possibility and decided it was the right fit for me. So, I went to law school and ended up in a law firm here in Denver. It was the biggest firm in town at the time, and it had a specialization in special districts and municipalities. I started out as a litigator representing a lot of municipalities, which gradually grew into a general practice in that area, including litigation."
As a thought-leader in his industry, Seter’s expertise spans a wide range of municipal topics, including real estate, public utilities, municipal bonds, and municipal financing. Currently, he serves as the principal Shareholder and Director of his law firm Seter & Vander Wall, P.C. There, his primary focus has been the general representation of, and litigation for, municipal entities and special districts. Recently, Seter has been aware of significant changes in his field. He noted:
"There have been tremendous changes in recent years, and there are a lot more on the horizon, particularly in Colorado, New Mexico, Florida, and possibly in California. This is because a lot of the municipalities have been used by developers to finance public infrastructure, and over the past twenty years or so, there has been a lot of over-reaching and loose dealing with government entities. As a result of this I think we're in for a lot of changes, both legislative and in the courts."
