About 13 percent of same-sex couples have an adopted child compared to just 3 percent of different-sex couples, according to the American Civil Liberties Union (ACLU).

For example, along with systemic biases, adoption laws vary from state-to-state with some states retaining laws that create religious exemptions for adoption providers. This allows agencies to refuse adoptions to LGBTQ individuals on the basis of religious freedom.
