Leap Year Celebrations @ Headway University:

Leap Year occurs in the years that are mostly divisible by 4, for example, year 2004, year 2008, and year 2016 and so on and so forth. Year 1900 did not contained a leap day as compared to the 2000 as 1900 is an year that is evenly divisible by 100 with the exception of the years that are evenly divisible by 400, whereas 2000 did not. Gregorian calendar marks Feb 29th as the 60th day of such a year in which 306 days are still remaining till the end. 2012 is fortunately a Leap Year for all of us at the moment.
Although majority days of the current calendars have 365 days, in which earth completes a full revolution around the sun. After every four years, as an extra 24 hours are accrued, an extra day is added to the calendar to keep the count in a balanced position with the sun's obvious position. The concept of leap day and year are very different from the concept of a leap second. A leap second results with the change in earth's rotational speed.
In Hong Kong and United Kingdom, a person who is born on leap day, attains the age of 18 on March 1st of the relevant year. In New Zealand, birthday of the people who were born on Feb 29th are celebrated on the Feb 28 in non leap years.
