The endless sea of prisoners and the dismal institutions that held them had been in an ever-worsening state of overcrowding since the 1980s. New prisons were popping up like weeds out of necessity, almost becoming more predominant than your local corner Starbucks. The constant pace of prison construction couldn't keep up with the ever-growing demand. It eventually got to the point that so many prisons had been built, instead of coming up with a new name for each one, they began taking an existing prison's name and then slapping a number on the end of it. A few examples of this are Folsom 12 and San Quentin 8; the list was practically endless."
