LPDR's Crimes Against Humanity

A Legal representative for the Human Rights Committee of the Royal Lao Government in Exile (RLGE) submitted eighteen cases to United Nations.

On November 26, 2015, the office of an international law division of Brimstone & Co. filed a formal complaint and detail of the crimes committed by the Lao People’s Revolutionary Party Regime against its people. Dr. Jonathan Levy, a legal representative for the Human Rights Committee of the Royal Lao Government in Exile (RLGE), submitted eighteen cases and supporting evidence to the office of Mr. Pablo de Greiff, Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non- recurrence Palais des Nations CH-1211 Geneva 10 Switzerland.

Dr. Levy stated that the purpose of this filing was to reveal to the UN some of the typical crimes committed by the former and current leadership, Lao People’s Revolutionary party regime, of Laos. He emphasized that many international NGOs such as Amnesty International, Human Rights Watch, The Centre for Public Policy Analysis, and other independent human rights organizations and non-governmental organizations have repetitively highlighted concerns about serious ongoing human rights violations in Laos.

The filing also provides numerous facts about the violations committed by the Lao People’s Revolutionary Party. Since the Lao Communist Party, also known as the Lao People’s Revolutionary Party, illegally overthrew the Royal Lao Government in 1975, the heads of state, including the King and Queen, thousands of former government officials, and innocent Lao citizens were arrested and tortured. Since then, the Lao People’s Revolution Party created a one-party rule whose dictatorship style of rule oppresses its citizens. Over the course of forty years, the regime continues to persecute and torture anyone, young and old, who opposes it.

The official document presented to the UN specifies the scale and nature of the crimes, the manner of the commissioning of the crimes by the Lao People's Revolutionary Party Regime, and the impact of the crimes on the country and its people. The case illustrates in detail the true form of state-sponsored terror in Laos. The Lao People’s Revolutionary Party Regime, through both direct and indirect sponsorship, has committed more than one crime.

According to the chief legal advisor of the RLGE, Judge Dr. Naidu, “There may be dozens of other cases that may be filed against the Lao People’s Revolutionary Party Regime for different claims in different jurisdictions.” He urges the Lao people inside Laos and abroad to be vigilant about any continuation of violent crimes against humanity in Laos. He added that during the course of pursuing justice for the victims and their families, “if any citizen is facing similar persecution and torture, he or she should seek counsel and report to the RLGE’s legal representatives to bring any network perpetrators to justice within the international realm of Justice.
